Heine is an Ivory coast born artist who is garnering some attention these days. His mashup is elegant, not unlike the art of Sleeveface. And truth be told, the combination of the two disciplines is somewhat reminiscent of the fabulous 80's rotoscope masterpiece Take on Me by A-ha:
Heine brings something fresh with his eye and takes us to a new place. Enjoy.

Are the hands photographs or drawings as well? The "making of" suggests that those are drawn as well, but they look too photoreal. But if they're photos, the lighting doesn't match the background and they're clearly just composite layers on top. Sorry for being a hater.

i'm not sure he is... that last image might just be an illustration of his process. but i think it's pretty clear they're photos. so i don't get the feeling he's trying to pass it off as otherwise.
the title of the illustration is "drawing within a drawing". if you visit his site he talks about the photography based works, pencil v camera.
